The civil servant performs the following functions:

• Performs the functions of the head of a budgetary institution established in Article 11 of the Law on Budgetary Institutions.
• Organizes and coordinates the execution of the orders of the Government, the Minister of Culture, the Chief Archivist of Lithuania.
• Provides the Chief Archivist of Lithuania for approval of the Archive's annual activity plan, estimates of ongoing programs.
• Provides the Chief Archivist of Lithuania with the activities and financial reports of the Archive.
• Provides the Ministry of Culture of the Republic of Lithuania and other institutions with information related to the implementation of the Archive's operational goals and the performance of assigned functions.
• Authorizes civil servants of the State Archive to investigate administrative offenses, to draw up administrative offense protocols.
