The civil servant performs the following functions:

  • Performs supervision of the management and use of documents and archives established in legal acts in the assigned state cultural and art educational institutions;
  • Plans and carries out inspections of the state of document management and archives of assigned state institutions, advises, provides methodological and practical assistance to the employees of institutions in matters of document and archive management, storage, use and transfer to the state archives;
  • Evaluates the data of the accounting documents submitted by the assigned state institutions for reconciliation, provides conclusions, comments and suggestions regarding them and submits them to the director of the archive for reconciliation;
  • In accordance with the procedure established by legal acts, the issues of value examination of the activity documents of the assigned state institutions and the storage terms of the documents are resolved;
  • Makes proposals for adding, clarifying and changing the list of state institutions that transfer documents to the archive;
  • Makes proposals for supplementing the National Document Fond with documents of activities of non-governmental organizations and private legal entities that have lasting value;
  • Provides information on document preparation, management and accounting issues for non-governmental organizations, private legal entities;
  • Accepts operational documents of state institutions assigned to state storage: checks file headings, codes, dates according to descriptions, corrects found deficiencies; checks the numbering of file sheets, corrects inaccuracies and errors; checks the certificates of case management or fond, prepares documents acceptance-handover acts;
  • Accepts documents of non-state institutions or organizations for state storage, conducts appraisal of the value of accepted documents, lists of documents; manages them and compiles their accounting documents;
  • Organizes seminars on the management and use of documents and archives;
  • Participates in the activities of the Document Expert Commission of the archive, prepares archive documentation plans, additions to documentation plans, lists of document registers;
  • Provides information to institutions and individuals on issues assigned to the competence of the department;
  • Provides data for the preparation of the department's activity plans and reports, pays for the work in accordance with the established procedure;
  • Performs other non-permanent tasks related to the functions of the archive and department of the Director of the Archive, head of the department in order to achieve the strategic goals of the Archive.

A civil servant must meet the following special requirements:

  • Have a university degree or an equivalent education in the field of humanities or social sciences;
  • Be familiar with the laws of the Republic of Lithuania, resolutions of the Government of the Republic of Lithuania and other legal acts regulating civil service and public administration, regulation of labor relations, provision and storage of information;
  • Good knowledge and ability to apply in practice the Law of the Republic of Lithuania on Documents and Archives, the Rules for the Preparation of Documents, the Rules for Handling and Accounting of Documents and other legal acts regulating the management of documents and archives;
  • Be able to independently choose work methods, plan, organize one's activities, analyze and summarize information, draw conclusions, make decisions, solve assigned tasks;
  • Have a basic computer literacy qualification (know how to work with the Microsoft Office software package, Outlook Express, Internet Explorer)
  • Be able to express thoughts fluently orally and in writing in the national language;
  • Have the basics of a foreign language.
