The employee performs the following functions:
- On the instructions of the head of the institution, represents the institution in relations with other institutions, organizations and individuals;
- Consults on issues related to the activities of the structural unit;
- Prepares and submits proposals on issues related to the activities of the structural unit;
- Manages the processing of information relevant to the implementation of the activities of the structural unit or, if necessary, processes information relevant to the implementation of the activities of the structural unit;
- Manages the implementation of the activities of the structural unit or, if necessary, carries out the activities of the structural unit;
- Manages the preparation and provision of information related to the activities of the structural unit or, if necessary, prepares and provides information related to the activities of the structural unit;
- Manages the preparation of documents related to the activities of the structural unit or, if necessary, prepares documents related to the activities of the structural unit;
- Manages the human resources of the structural unit in accordance with the procedure established by legal acts;
- Participates in the preparation of draft annual activity plans within the competence of the Department;
- Creates and supplements the descriptions of the Electronic Archive Information System (EAIS);
- Performs supervision of the management and use of documents and archives in assigned state cultural and art institutions established by law;
- Plans and performs inspections of the management of documents and archives of assigned state institutions, consults, provides methodological and practical assistance to employees of institutions on issues of management, storage, use and transfer of documents and archives to state archives;
- Deputizes for the director of the institution in his absence from work (due to vacation, business trips, illness or other cases);
- Performs other non-permanent assignments related to the activities of the institution.
The employee must meet the following special requirements:
- Have a higher university education with a bachelor's degree or an equivalent higher education qualification;
- Have at least 3 years of experience working in an archive or in the field of document management;
- Be familiar with the Law on Documents and Archives of the Republic of Lithuania, laws of the Republic of Lithuania, Government resolutions and other legal acts regulating the field of archives and document management and the administration of archival activities;
- To know the state archive system, the regulations and legal acts of the Chief Archivist of Lithuania;
- To know the management of archival documents, the storage of files in archives, the preparation and management of electronic documents, the requirements of archive repositories;
- To know the rules for preparing documents, storage terms, the procedure for transferring, writing off, and selecting documents for permanent storage;
- To know the requirements for personal data protection, professional or other legally protected secrets;
- To express thoughts fluently in writing and orally, to be able to manage, accumulate, systematize, analyze, summarize information, draw reasonable conclusions, independently plan and organize work;
- To be able to work on a computer using the Microsoft Office software package.
